{"id":57880,"date":"2026-06-10T16:00:23","date_gmt":"2026-06-10T13:00:23","guid":{"rendered":"https:\/\/peacenow.org.il\/?p=57880"},"modified":"2026-06-16T21:57:10","modified_gmt":"2026-06-16T18:57:10","slug":"government-allocates-over-1-billion-for-the-establishment-of-new-settlements","status":"publish","type":"post","link":"https:\/\/peacenow.org.il\/en\/government-allocates-over-1-billion-for-the-establishment-of-new-settlements","title":{"rendered":"Government Allocates More Than NIS 1 Billion for the Establishment of New Settlements and Outposts"},"content":{"rendered":"<p dir=\"ltr\" data-section-id=\"m0k6fh\" data-start=\"1215\" data-end=\"1304\">*** Update from 11\/6\/26: The government decided to postpone the decision and refer it to the Security Cabinet which is expected to convene on Sunday 14\/11\/26, for discussion, in which according to unconfirmed information, no decision have been taken on the matter. ***<\/p>\n<h2 dir=\"ltr\" data-section-id=\"m0k6fh\" data-start=\"1215\" data-end=\"1304\">Approximately NIS 1 Billion for Establishing New Settlements Through a Planning Bypass<\/h2>\n<p dir=\"ltr\" data-start=\"99\" data-end=\"305\">The government is scheduled to convene today (11\/6\/26) at 12:00 p.m. to approve the allocation of approximately <strong>NIS 1 billion<\/strong> for the establishment of new settlements without undergoing the standard planning process.<\/p>\n<p dir=\"ltr\" data-start=\"307\" data-end=\"718\">Although the item appears on <a href=\"https:\/\/www.gov.il\/BlobFolder\/reports\/seder-gov110626\/he\/Seder_Gov_seder-gov100626.pdf\">the government&#8217;s agenda<\/a>, the details of the decision have not been published on the Government Secretariat&#8217;s website. According to <a href=\"https:\/\/www.haaretz.com\/israel-news\/israel-politics\/2026-06-09\/ty-article\/.premium\/israel-fast-tracks-1-billion-shekels-for-69-west-bank-outposts\/0000019e-ab95-d3e2-a3df-abb7ef080000\" target=\"_blank\" rel=\"noopener\">media reports<\/a> and conversations held by Peace Now with individuals who reviewed the draft resolution, the funding is intended for the construction of infrastructure and buildings in new settlements approved by the government over the past three years.<\/p>\n<p dir=\"ltr\" data-start=\"720\" data-end=\"1341\">Since taking office in December 2022, the government has approved the establishment of <a href=\"https:\/\/peacenow.org.il\/en\/cabinet-decision-on-the-establishment-of-34-new-settlements\" target=\"_blank\" rel=\"noopener\">103 new settlements<\/a>. Some of these already existed as &#8220;neighborhoods&#8221; of existing settlements, while others were established as unauthorized outposts; the decision is expected to facilitate their formal legalization. The remainder consists of dozens of settlements that have not yet been established or currently contain only agricultural outposts with limited infrastructure. The planned NIS 1 billion investment is intended to support their development. According to <a href=\"https:\/\/x.com\/BarakRavid\/status\/2064907804998054185\" target=\"_blank\" rel=\"noopener\">one report<\/a>, the funding relates to 61 new settlements.<\/p>\n<p dir=\"ltr\" data-start=\"1343\" data-end=\"1676\">Under the draft resolution, hundreds of millions of shekels would be allocated to <a href=\"https:\/\/peacenow.org.il\/en\/what-is-the-settlement-division\" target=\"_blank\" rel=\"noopener\">the Settlement Division<\/a> for the establishment of &#8220;temporary sites&#8221; in the new settlements. At each temporary site, the Settlement Division would finance the installation of 15 residential caravans and two caravans designated for public-use facilities.<\/p>\n<p dir=\"ltr\" data-start=\"1678\" data-end=\"2089\">In addition, the draft resolution allocates hundreds of millions of shekels to the Ministry of Housing for the construction of infrastructure\u2014including access roads, land preparation, sewage systems, water connections, and related works\u2014for the same new settlements. Millions of shekels would also be allocated for &#8220;community coordinators&#8221; tasked with supporting the initial settlement groups in each community.<\/p>\n<p dir=\"ltr\" data-start=\"2091\" data-end=\"2797\">It should be noted that under the laws applicable in the West Bank, the construction of buildings\u2014including temporary structures and caravans\u2014requires approved planning schemes and building permits issued by the competent authorities. In the case of the new settlements approved by the government, most currently lack approved planning schemes, and some do not even have available &#8220;state land&#8221; that could be allocated for planning purposes. Consequently, it appears that the government intends to <strong>bypass planning and construction regulations<\/strong>, potentially through the use of military orders that allow permits to be granted for sites deemed to be of &#8220;national importance,&#8221; or through other legal mechanisms.<\/p>\n<blockquote>\n<p dir=\"ltr\" data-start=\"3150\" data-end=\"3823\"><strong>Peace Now:<\/strong> The government is on a reckless pre-election sprint to raid the public purse in order to create facts on the ground that will leave a scorched-earth reality for the next government. It is no coincidence that the Chief of Staff warned that the establishment of so many settlements would harm security and could bring the IDF to the point of collapse. October 7 proved that the right-wing approach has failed: the conflict cannot be \u201cmanaged,\u201d and the Palestinians cannot be \u201cdefeated.\u201d Israel must reach a political solution and diplomatic agreement, but instead the government is only sinking us deeper into the mire and condemning us to many more years of bloody conflict.<\/p>\n<\/blockquote>\n<p>&nbsp;<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.google.com\/maps\/d\/u\/0\/embed?mid=1MgG5gLwAbRaD0gIN3sYwzkaCdX90COQ&amp;ehbc=2E312F&amp;noprof=1\" width=\"640\" height=\"480\"><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<h2 dir=\"ltr\" data-section-id=\"4wp0mn\" data-start=\"121\" data-end=\"168\">NIS 152 Million for Planning New Settlements<\/h2>\n<p dir=\"ltr\" data-start=\"170\" data-end=\"440\"><em data-start=\"170\" data-end=\"181\">Haaretz <\/em><a href=\"https:\/\/www.haaretz.com\/israel-news\/israel-politics\/2026-06-09\/ty-article\/.premium\/israel-fast-tracks-1-billion-shekels-for-69-west-bank-outposts\/0000019e-ab95-d3e2-a3df-abb7ef080000\">reported<\/a> today that last week the government approved, via a telephone vote by cabinet ministers, the <a href=\"https:\/\/peacenow.org.il\/wp-content\/uploads\/2026\/06\/Draft_Gov_Decision_planning_outposts_062026.pdf\">allocation of NIS 152 million<\/a> to prepare construction plans for the new settlements it seeks to advance and establish.<\/p>\n<p dir=\"ltr\" data-start=\"442\" data-end=\"779\">The draft decision states that <strong>NIS 152,086,550<\/strong> will be allocated to the Ministry of Housing for the purpose of \u201cinitial planning regularization\u201d of 69 settlements that the government decided to regularize between 2023 and 2025, as well as for the preparation of regional spatial plans for the development of settlements in the West Bank.<\/p>\n<p dir=\"ltr\" data-start=\"781\" data-end=\"1138\">These settlements include \u201cneighborhoods\u201d of existing settlements that have been granted the status of independent settlements; illegal outposts slated for regularization as independent settlements, some of which were established by the current government despite lacking legal authorization; and new settlements planned to be established.<\/p>\n<p dir=\"ltr\" data-start=\"1140\" data-end=\"1213\">The list of 69 settlements appears in <a href=\"https:\/\/peacenow.org.il\/wp-content\/uploads\/2026\/06\/Draft_Gov_Decision_planning_outposts_062026.pdf\" target=\"_blank\" rel=\"noopener\">the draft decision<\/a>.<\/p>\n<h2 dir=\"ltr\" data-section-id=\"49w1st\" data-start=\"3825\" data-end=\"3910\">Government Allocations to Settlements Have Risen to Approximately NIS 20.7 Billion<\/h2>\n<p dir=\"ltr\" data-start=\"3912\" data-end=\"4097\">In March of this year, following the approval of the state budget, Peace Now estimated that the Netanyahu\u2013Smotrich government had invested <a href=\"https:\/\/peacenow.org.il\/en\/nis-19-billion-for-settlements\" target=\"_blank\" rel=\"noopener\">approximately NIS 19.3 billion<\/a> in settlements.<\/p>\n<p dir=\"ltr\" data-start=\"4099\" data-end=\"4249\">Since that publication, the government has adopted a series of additional decisions that direct at least another<strong> NIS 1.358 billion<\/strong> to the settlements:<\/p>\n<p dir=\"ltr\">On May 3, 2026, the government decided to allocate <strong><a href=\"https:\/\/peacenow.org.il\/en\/nis-19-billion-for-settlements\">NIS 1.075 billion<\/a><\/strong> (one billion and seventy-five million shekels) for the <a href=\"https:\/\/www.gov.il\/he\/pages\/dec4091-2026\">construction of roads serving the new settlements<\/a> that it has decided to establish.<\/p>\n<p dir=\"ltr\">On the same day (May 3, 2026), the government also approved the allocation of <a href=\"https:\/\/peacenow.org.il\/en\/nis-131-million-to-strengthen-settlements-under-the-guise-of-addressing-violence\" target=\"_blank\" rel=\"noopener\"><strong>NIS 131.1 million<\/strong><\/a> to \u201c<a target=\"_blank\" rel=\"noopener\">addressing violence<\/a>,\u201d for projects many of which, in practice, are intended to strengthen the settlements themselves.<\/p>\n<p dir=\"ltr\">During the first week of June, the government approved, as noted above, the allocation of <strong>NIS 152.086 million<\/strong> for planning the new settlements that it has decided to establish.<\/p>\n<p dir=\"ltr\">The current decision to allocate <strong>NIS 1 billion<\/strong> for the establishment of new settlements is defined as an implementation measure of a December 2025 government resolution that <a href=\"https:\/\/www.gov.il\/he\/pages\/dec3559-2025\" target=\"_blank\" rel=\"noopener\">allocated NIS 2.75 billion<\/a> for a settlement development program.<\/p>\n<p dir=\"ltr\">In addition to all of the above, in June 2026 the Knesset passed the <a href=\"https:\/\/tinyurl.com\/2nkhcs8r\">Settlement Tax Benefits Law<\/a>, which is expected to cost approximately <strong>NIS 130 million<\/strong> annually and provide settlers living in dozens of settlements with tax benefits worth thousands of shekels per month.<\/p>\n<h2 dir=\"ltr\" data-section-id=\"szjhlj\" data-start=\"5139\" data-end=\"5259\">The New Settlements Approved by the Government: Taking Control of the Entire West Bank and Reducing Palestinian Space<\/h2>\n<p dir=\"ltr\" data-start=\"5261\" data-end=\"5545\">Since the current government took office in December 2022, it has approved the establishment of 103 new settlements.
