Yesterday, the Housing Ministry published two tenders for the construction of a new neighborhood in the settlement of Geva Binyamin (Adam), southeast of Ramallah. One tender<\/a> is for the construction of 342 housing units across five compounds, and another<\/a> for 14 single-family homes designated for reserve soldiers.<\/p>\n

On Sunday (November 2, 2025), an additional tender was published for the planning and construction of a residential complex in the settlement of Giv\u2019on HaHadasha, south of Ramallah. In this case, the developers who win the tender will have to prepare the building plans themselves (\u201cinitiative tender\u201d), and only after that will the exact number of housing units be determined. It is expected to include several dozen homes.<\/p>\n

In August, tenders were issued for 4,030 housing units<\/a> in Ma\u2019ale Adumim and Ariel. Since the beginning of 2025, tenders have been published for a total of 5,667 housing units<\/strong> in settlements – an all-time record and about 50% more than the previous peak year, 2018, when tenders were published for 3,808 units. If the tenders published this year are built, these homes would add roughly 25,000 settlers to the West Bank.<\/p>\n

Peace Now: \u201cThe Netanyahu government is exploiting every moment in power to destroy Israel\u2019s chances for a future of peace and prosperity. Building thousands more homes in the settlements and adding tens of thousands more settlers in the West Bank only deepen the pit from which Israel must climb out. The only way to end the ongoing bloodshed is through a compromise of two states living side by side in peace. The American president may have declared that there will be no annexation, but the Israeli government is doing everything it can to realize the annexation on the ground and turn Israel into an apartheid state.\u201d<\/p>\n<\/blockquote>\n

The tenders in Adam (Geva Binyamin) are based on a building plan approved this past January that expands the settlement\u2019s built-up area by about 150 dunams, extending it toward the Bedouin community of Jaba’. In recent years, Jaba’ residents have faced increasing settler violence. In February, a new outpost \u2014 Givat Gur Aryeh \u2014 was established nearby, and since then, attacks have become a daily and increasingly violent<\/a> occurrence. The new neighborhood will create a continuous built-up area linking the outpost to the settlement.<\/p>\n

The Meaning of Tender Publication<\/strong><\/h3>\n

Tenders are the implementation stage of construction plans. After the Higher Planning Council approves a plan, the Ministry of Housing, together with the Custodian of Government Property issues a tender inviting contractors to bid for the rights to build and market the project. Once a winning bid is selected, the contractor may request a building permit from the local authority, after which construction can begin.
