{"id":44644,"date":"2025-09-11T12:05:39","date_gmt":"2025-09-11T09:05:39","guid":{"rendered":"https:\/\/peacenow.org.il\/?p=44644"},"modified":"2025-09-11T12:10:09","modified_gmt":"2025-09-11T09:10:09","slug":"maale-adumim-framework-agreement","status":"publish","type":"post","link":"https:\/\/peacenow.org.il\/en\/maale-adumim-framework-agreement","title":{"rendered":"Netanyahu to Sign Agreement for Accelerated Development in Maale Adumim and E1"},"content":{"rendered":"<p dir=\"ltr\"><span style=\"font-weight: 400;\">Prime Minister Benjamin Netanyahu will visit Maale Adumim today to attend a signing ceremony for a framework agreement, aiming to speed up development in Maale Adumim and the adjacent <a href=\"https:\/\/peacenow.org.il\/en\/e1-validation-scheduled\" target=\"_blank\" rel=\"noopener\">E1 area<\/a>.<\/span><\/p>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">Framework agreements between the government and municipalities are intended to ensure the marketing of thousands of housing units on an expedited timetable (\u201cmarketing\u201d is the Israeli terminology for the allocation of land and units for development, usually by publishing <a href=\"https:\/\/peacenow.org.il\/en\/settlements-making-sense-of-the-planning-process\" target=\"_blank\" rel=\"noopener\">tenders<\/a>). Under such agreements, the government commits in advance to fund the necessary development and infrastructure. At the same time, the municipality pledges to issue building permits to developers within a short and fixed period.<\/span><\/p>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">According to <a href=\"https:\/\/www.gov.il\/he\/pages\/spokesman-07092025a\" target=\"_blank\" rel=\"noopener\">a statement<\/a> released by the Housing Ministry, the framework agreement with Maale Adumim includes a government commitment to <strong>invest 3 billion shekels<\/strong> in infrastructure for the construction of <strong>7,600 housing units, of which about 3,400 are in E1.<\/strong><\/span><\/p>\n<blockquote>\n<p dir=\"ltr\">Peace Now: <span style=\"font-weight: 400;\">\u201cThis agreement will cost Israel far more than 3 billion shekels. In the end, Israel will be forced to evacuate everything built in E1, because construction in E1 blocks the only solution that can guarantee Israel\u2019s future: the two state solution. The ostentatious signing ceremony is a deliberate provocation to every moderate Palestinian who still believes the conflict can be resolved peacefully, and serves as a declaration that Israel is not interested in peace.\u201d<\/span><\/p>\n<\/blockquote>\n<div id=\"attachment_44645\" style=\"width: 565px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-44645\" class=\"wp-image-44645 size-full\" src=\"http:\/\/peacenow.org.il\/wp-content\/uploads\/2025\/09\/maale-adumim-invitation-110925.jpg\" alt=\"\" width=\"555\" height=\"355\" srcset=\"https:\/\/peacenow.org.il\/wp-content\/uploads\/2025\/09\/maale-adumim-invitation-110925.jpg 555w, https:\/\/peacenow.org.il\/wp-content\/uploads\/2025\/09\/maale-adumim-invitation-110925-161x103.jpg 161w, https:\/\/peacenow.org.il\/wp-content\/uploads\/2025\/09\/maale-adumim-invitation-110925-330x211.jpg 330w\" sizes=\"auto, (max-width: 555px) 100vw, 555px\" \/><p id=\"caption-attachment-44645\" class=\"wp-caption-text\">The invitation to the signing ceremony in Maale Adumim<\/p><\/div>\n<h3 dir=\"ltr\"><b>The Previous Framework Agreement and Development in Maale Adumim<\/b><\/h3>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">In October 2018, <a href=\"http:\/\/peacenow.org.il\/wp-content\/uploads\/2025\/09\/Development-constract-maale-adumim-2018.pdf\" target=\"_blank\" rel=\"noopener\">a framework agreement<\/a> was signed between the Maale Adumim municipality and the Housing Ministry, under which the state committed to invest <strong>338 million shekels<\/strong> in infrastructure for the construction and <\/span>marketing <span style=\"font-weight: 400;\">of thousands of housing units in the city. The agreement was signed shortly after tenders were issued for about 700 housing units in Maale Adumim, which were indeed built in subsequent years. The remainder of the housing units expected under that agreement, however, were not realized.<\/span><\/p>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">The new framework agreement comes after the publication last month of <a href=\"https:\/\/peacenow.org.il\/en\/tenders-for-4030-units\" target=\"_blank\" rel=\"noopener\">tenders for 3,300 housing units<\/a> in the area between Maale Adumim and the Mishor Adumim industrial zone, in line with plans approved a few months earlier. The Housing Ministry statement notes that the agreement signed today also includes construction based on the plans <a href=\"https:\/\/peacenow.org.il\/en\/e1-validation-scheduled\" target=\"_blank\" rel=\"noopener\">recently approved in E1<\/a>.<\/span><\/p>\n<p dir=\"ltr\"><b>The Road for Palestinians That Will Seal Off the Central West Bank<\/b><\/p>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">Alongside the promotion of construction in E1, the government is also advancing the paving of the <a href=\"https:\/\/peacenow.org.il\/en\/sovereignty-road-cabinet-decision\" target=\"_blank\" rel=\"noopener\">al-Ezariya\u2013A-Zaayyem road<\/a> (also called the \u201cFabric of Life Road\u201d or the \u201cSovereignty Road\u201d), which will divert Palestinian traffic away from the Maale Adumim and E1 area to an alternative route. This would enable the government to seal off the central West Bank, an area of about 2.5 percent of the West Bank, to Palestinians.<\/span><\/p>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">It is worth noting that even in the previous framework agreement, the parties agreed <strong>\u201cto act jointly with the Defense Ministry to secure approval for funding the Fabric of Life Road\u201d<\/strong> (<a href=\"http:\/\/peacenow.org.il\/wp-content\/uploads\/2025\/09\/Development-constract-maale-adumim-2018.pdf\" target=\"_blank\" rel=\"noopener\">section 15.2<\/a>).
