In the past two months, the Custodian of Government Property (the body equivalent to the Israel Land Administration in the Occupied Territories) has published new tenders for construction in settlements: two tenders for the construction of 296 housing units in Kiryat Arba <\/strong>near Hebron, and two tenders for the construction of 8 housing units in the Geva Binyamin (Adam) settlement. Another tender is intended for the construction of a hotel with at least 180 rooms, in the area of \u200b\u200bthe Oz Ve’Gaon outpost, south of Bethlehem, which was legalized as a tourist center<\/a> in May 2022.<\/p>\n

In addition to these tenders, a tender<\/a> was also published for the construction of 14 industrial and commercial buildings in the Ma’ale Adumim industrial zone, and a tender<\/a> for the construction of a solar farm for electricity production in the Har Manoah area south of Hebron.<\/p>\n

In February, tenders were published for 974 housing units<\/a> in the Efrat settlement. In total, since the beginning of 2025, tenders have been published for the construction of 1,278 housing units<\/strong> in settlements.
\nAlongside the tenders, the government continues to promote construction plans on an unprecedented scale, with 16,820 housing units<\/a> promoted in the settlements from January to date (7\/5\/25).<\/p>\n

Peace Now: Instead of building hope for the residents of Israel, the Netanyahu government is building more and more obstacles to peace, deepening the occupation and the bloody conflict. Every construction in the settlements distances Israel from the chance for the only possible solution, of two states for two peoples, and increases the price that Israel will ultimately have to pay.<\/p>\n<\/blockquote>\n\n\n\n\n\n\n\n\n\n\n\n

Tenders are the execution stage of construction plans. After the construction plans are approved by the Higher Planning Council, the Custodian of Government Property publishes a tender inviting contractors to submit bids for the acquisition of the rights to build the project and market it. After the winning bid is selected, the contractor can submit an application for a construction permit from the local authority, after which construction can begin. The process from publishing the tender to the start of construction on the site usually takes about a year or two.<\/p>\n
