This includes expanding settlements in the West Bank and accelerating annexation processes, with the aim of eliminating the possibility of a two-state solution and peace between Israelis and Palestinians.<\/p>\n<p dir=\"ltr\"><span style=\"text-decoration: underline;\"><strong>Settlements and Outposts:<\/strong><\/span><\/p>\n<ul dir=\"ltr\">\n<li>&#8211;<strong> At least 25 new outposts have been established<\/strong>, most of them agricultural outposts (&#8220;<a href=\"https:\/\/peacenow.org.il\/en\/the-ministry-of-agriculture-funds-illegal-farm-outposts\">farms<\/a>&#8220;) involved in the land takeover and systematic expulsion of Palestinians from the area.<\/li>\n<li>&#8211;<strong> Dozens of roads, estimated to stretch tens of kilometers<\/strong>, <a href=\"https:\/\/peacenow.org.il\/en\/new-roads-and-outposts-flourish-in-the-west-bank-amid-gaza-war\" target=\"_blank\" rel=\"noopener\">have been paved<\/a> to establish new outposts and seize additional lands.<\/li>\n<li>&#8211;<strong> 24,193 dunams were declared as &#8220;state land,&#8221; <\/strong><a href=\"https:\/\/peacenow.org.il\/en\/state-land-declaration-12000-dunams\">nearly half of the total<\/a> area declared as state land since the Oslo Accords until today.<\/li>\n<li>&#8211;<strong> Plans for 8,721 housing units in settlements have been promoted <\/strong><a href=\"https:\/\/peacenow.org.il\/en\/approval-of-5295-units-and-the-establishment-of-3-new-settlements\">by the Higher Planning Council<\/a>.<\/li>\n<li>&#8211;<strong> The cabinet approved the establishment of 5 new settlements<\/strong>: <a href=\"https:\/\/peacenow.org.il\/en\/cabinet-decision-5-new-settlements\">Evyatar, Givat Assaf, Sde Ephraim, Adorayim, and Nachal Haletz<\/a>, all illegal outposts intended to become official settlements.<\/li>\n<li>&#8211;<strong> Three outposts were legalized as &#8220;neighborhoods&#8221; of existing settlements<\/strong> by approving plans in the Supreme Planning Council: <a href=\"https:\/\/peacenow.org.il\/en\/approval-of-5295-units-and-the-establishment-of-3-new-settlements\">Machane Gadi, Kedem Arava and Givat Hanan<\/a>.<\/li>\n<li>&#8211;<strong> 70 illegal outposts were recognized as eligible for governmental funding and infrastructure<\/strong> \u2013 <a href=\"https:\/\/peacenow.org.il\/en\/construction-in-oupotsts\">Minister Smotrich instructed<\/a> government ministries and other authorities to begin funding 70 illegal outposts, establish public buildings, and connect them to water, electricity, and other infrastructure.<\/li>\n<li>&#8211;<strong> New settlements in Hebron<\/strong> \u2013 <a href=\"https:\/\/peacenow.org.il\/en\/new-settlement-in-hebron\">settlers entered a house in Hebron<\/a> they claimed to have purchased from Palestinians. This entry was facilitated by a &#8220;transaction permit&#8221; granted by entities under Minister Smotrich. Additionally, a plan for a new settlement in Hebron north of Kiryat Arba <a href=\"https:\/\/peacenow.org.il\/en\/plan-deposited-for-establishment-of-new-settlement-in-hebron\">with 234 housing units<\/a> was published for deposit.<\/li>\n<\/ul>\n<p dir=\"ltr\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-41475\" src=\"http:\/\/peacenow.org.il\/wp-content\/uploads\/2024\/07\/MAP-WB-DEVELOPMENTS-SINCE-07.10.jpeg\" alt=\"\" width=\"500\" height=\"1027\" srcset=\"https:\/\/peacenow.org.il\/wp-content\/uploads\/2024\/07\/MAP-WB-DEVELOPMENTS-SINCE-07.10.jpeg 779w, https:\/\/peacenow.org.il\/wp-content\/uploads\/2024\/07\/MAP-WB-DEVELOPMENTS-SINCE-07.10-78x161.jpeg 78w, https:\/\/peacenow.org.il\/wp-content\/uploads\/2024\/07\/MAP-WB-DEVELOPMENTS-SINCE-07.10-330x678.jpeg 330w, https:\/\/peacenow.org.il\/wp-content\/uploads\/2024\/07\/MAP-WB-DEVELOPMENTS-SINCE-07.10-768x1577.jpeg 768w, https:\/\/peacenow.org.il\/wp-content\/uploads\/2024\/07\/MAP-WB-DEVELOPMENTS-SINCE-07.10-748x1536.jpeg 748w\" sizes=\"auto, (max-width: 500px) 100vw, 500px\" \/><\/p>\n<p dir=\"ltr\"><span style=\"text-decoration: underline;\"><strong>Settler Violence:<\/strong><strong>*<\/strong><\/span><\/p>\n<ul dir=\"ltr\">\n<li>&#8211; Approximately 1,100 incidents of settler attacks against Palestinians were documented by human rights organizations.<\/li>\n<li>&#8211; About 1,392 Palestinians from 29 communities were expelled from their homes due to settler violence.<\/li>\n<li>&#8211; Approximately 46,500 trees and seedlings were damaged by settlers.<\/li>\n<li>&#8211; 11 Palestinians were killed by settlers (and for 6 additional fatalities, it is unclear whether settlers or the army shot them).<\/li>\n<\/ul>\n<h6 dir=\"ltr\" style=\"text-align: left;\">*Data from OCHA \u2013 UN Office for the Coordination of Humanitarian Affairs<\/h6>\n<p><iframe loading=\"lazy\" title=\"After egregious killing of Binyamin Ahimeir, 14, Israel abandons area population to settler violence\" width=\"680\" height=\"383\" src=\"https:\/\/www.youtube.com\/embed\/YLQZrPUxxKY?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<p dir=\"ltr\"><span style=\"text-decoration: underline;\"><strong>Funds and Budgets:<\/strong><\/span><\/p>\n<ul dir=\"ltr\">\n<li>&#8211;<strong> The government doubled the budget of the Ministry of Settlements<\/strong> and the <a href=\"https:\/\/peacenow.org.il\/en\/billions-for-settlements-in-the-2024-budget\">funds allocated to the Settlement Division<\/a> and settlements \u2013 an addition of 302 million shekels.<\/li>\n<li>&#8211;<strong> 7 billion shekels for roads in settlements<\/strong> \u2013 <a href=\"https:\/\/peacenow.org.il\/en\/the-annexation-agenda-of-the-israeli-government\">according to Minister Smotrich<\/a>, the Ministry of Finance agreed with the Ministry of Transportation on a five-year plan worth 7 billion shekels for intercity roads in settlements.<\/li>\n<li>&#8211;<strong> An allocation of 409 million shekels for unique projects in settlements<\/strong> following a broad budget cut. <a href=\"https:\/\/peacenow.org.il\/en\/billions-for-settlements-in-the-2024-budget\">Among other things<\/a>, for projects related to the preservation of antiquities in the West Bank, rehabilitation of Sebastia Park, strengthening the Old City basin (a tourist settlement in East Jerusalem), and projects related <a href=\"https:\/\/peacenow.org.il\/en\/settlement-under-the-guise-of-tourism-the-elad-settler-organization-in-silwan\">to the Elad settler association<\/a> in Silwan.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">\u26ab\ufe0f The Huwara Bypass Road links 4 isolated settlements.<\/p>\n<p>\ud83d\udd34Built over 406 dunams of Palestinian land.<\/p>\n<p>\u26ab\ufe0fInaugurated in 11\/23 at a cost of $100M.<\/p>\n<p>We drove on it ALONE today.<\/p>\n<p>But where are the settlers? Likely &#8216;asserting sovereignty&#8217; by driving via Huwara.<a href=\"https:\/\/t.co\/uy2ap7N7e8\">pic.twitter.com\/uy2ap7N7e8<\/a><\/p>\n<p>\u2014 Peace Now (@peacenowisrael) <a href=\"https:\/\/twitter.com\/peacenowisrael\/status\/1760267881281888376?ref_src=twsrc%5Etfw\">February 21, 2024<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>&nbsp;<\/p>\n<p dir=\"ltr\"><span style=\"text-decoration: underline;\"><strong>Annexation Moves:<\/strong><\/span><\/p>\n<ul dir=\"ltr\">\n<li>&#8211;<strong> Authorities related to settlements were transferred from the army to an official under Minister Smotrich <\/strong>\u2013 Minister Smotrich appointed a settler to a position referred to as the &#8220;<a href=\"https:\/\/peacenow.org.il\/en\/the-annexation-agenda-of-the-israeli-government\">Civilian Deputy<\/a>&#8221; of the head of the Civil Administration, effectively becoming the governor of the settlements, who is not subordinate to the Civil Administration but directly to Minister Smotrich.<\/li>\n<li>&#8211;<strong> The legal advisory of the Civil Administration was transferred from the army to a cadre of lawyers<\/strong> <a href=\"https:\/\/peacenow.org.il\/en\/the-annexation-agenda-of-the-israeli-government\">under Minister Smotrich<\/a>.<\/li>\n<li style=\"text-align: left;\">&#8211;<strong> The government <\/strong><strong>assumed<\/strong><strong> enforcement powers in Area B under Palestinian authority according to international agreements<\/strong> \u2013 following a cabinet decision, the commander of the Central Command <a href=\"https:\/\/peacenow.org.il\/en\/israeli-government-assumes-authorities-of-the-palestinian-authority-in-area-b\">signed orders<\/a> granting Israel the authority to demolish Palestinian homes in areas known as &#8220;the agreed reserve,&#8221; under Palestinian control.<\/li>\n<\/ul>\n<p dir=\"ltr\" style=\"text-align: left;\"><span style=\"text-decoration: underline;\"><strong>Reduction of Palestinian Living Space:<\/strong><\/span><\/p>\n<ul dir=\"ltr\" style=\"text-align: left;\">\n<li>&#8211;<strong> Over 550 Palestinians have been killed in the West Bank and East Jerusalem<\/strong> since 07\/10\/23, including 131 children. Approximately 5,500 Palestinians have been injured.*<\/li>\n<li>&#8211;<strong> Hundreds of roads to Palestinian villages have been closed and blocked<\/strong> by the army and sometimes by settlers.<\/li>\n<li>&#8211; <strong>Access to tens of thousands of dunams of agricultural land has been denied to Palestinians<\/strong> \u2013 the army and settlers <a href=\"https:\/\/www.keremnavot.org\/israeli-barrier-en\">prevent Palestinians from cultivating extensive areas<\/a> near settlements.
