The Civil Service Authority is responsible for supervising and approving national service for those who wish to volunteer, instead of their military service, in public goals defined by law.\u00a0<\/span><\/p>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">Apparently, the number of illegal outposts where volunteers serve is even higher, as it was also <\/span><span style=\"color: #ba0909;\"><a style=\"color: #ba0909;\" href=\"https:\/\/www.haaretz.com\/israel-news\/.premium-the-israeli-state-allows-for-national-service-at-illegal-west-bank-outposts-1.10679893?lts=1647509196807\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">published by Haaretz<\/span><\/a><\/span><span style=\"font-weight: 400;\">. The main reason why these outposts do not appear in the Civil Service Authority\u2019s volunteering list is that the addresses of all the volunteering places are registered under another official settlement. Only in some cases, the project&#8217;s name betrays the fact that those are illegal outposts. For example, the volunteers at Tzon Keidar Farm are registered as serving at the Keidar Settlement, and the volunteers at Nof Avi are registered as serving at Ariel, and so on.<\/span><\/p>\n<blockquote dir=\"ltr\"><p><strong>Peace Now:<\/strong> <i><span style=\"font-weight: 400;\">\u201cIt turns out that there are many ways to support illegal outposts, and the government does not miss any of them. The establishment and maintenance of these outposts is against the law and the government\u00b4s decision, and it is exactly the opposite of a \u201cNational Service.\u201d The time has come for the current government to stop supporting crime and start enforcing the law in the outposts.\u201d<\/span><\/i><\/p><\/blockquote>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">It is worth mentioning that besides the national service, there are also volunteers serving their pre-army service year at different illegal outposts. Among them, there is an unspecified number of volunteers that, as mentioned before, are registered under another official settlement, but in fact, they are serving in an illegal outpost. The list explicitly details eight different outposts where there is national service, according to the name of the project and not its address. <\/span><\/p>\n<p dir=\"ltr\" style=\"text-align: left;\"><b>National Service at Illegal Outposts<\/b><\/p>\n<p dir=\"ltr\" style=\"text-align: left;\"><span style=\"font-weight: 400;\">In recent years about 50 <\/span><span style=\"color: #ba0909;\"><a style=\"color: #ba0909;\" href=\"http:\/\/peacenow.org.il\/wp-content\/uploads\/2019\/08\/maahazim-english_full.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">agricultural outposts<\/span><\/a><\/span><span style=\"font-weight: 400;\"> were founded in the Occupied Territories, and they control tens of thousands of acres. Thus, with a relatively small investment, <\/span><span style=\"color: #ba0909;\"><a style=\"color: #ba0909;\" href=\"https:\/\/www.haaretz.com\/israel-news\/.premium-how-settlers-use-flocks-of-sheep-to-take-over-palestinian-land-1.6551676\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">settlers are able to take over huge amounts of land<\/span><\/a><\/span><span style=\"font-weight: 400;\"> and dispossess Palestinian farmers from that same land. For some agricultural outposts, violence is a core practice for taking over the land. The agricultural outposts usually are founded on one family and a few youngsters and volunteers who herd sheep or cows upon a hill and help with the outpost\u2019s maintenance. Among the volunteers, there are girls and boys who are currently doing their national service. <\/span><span style=\"color: #ba0909;\"><a style=\"color: #ba0909;\" href=\"http:\/\/peacenow.org.il\/wp-content\/uploads\/2019\/08\/maahazim-english_full.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">For additional information on agricultural outposts, see here.<\/span><\/a><\/span><\/p>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">The owner of one of these agricultural outposts &#8211; the Nahal Shiloh Farm &#8211; told <\/span><span style=\"color: #ba0909;\"><a style=\"color: #ba0909;\" href=\"https:\/\/www.haaretz.com\/israel-news\/.premium-the-israeli-state-allows-for-national-service-at-illegal-west-bank-outposts-1.10679893?lts=1647509196807\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Haaretz<\/span><\/a><\/span><span style=\"font-weight: 400;\"> that the work of the service girls would mostly center around taking the herd out to graze in order to block Palestinians, who she argues, \u201ckeep ploughing and planting more.\u201d She explained that \u201cin the past, volunteer boys we had here blocked them physically, and didn\u2019t let the Arab farmer plough,\u201d and that \u201cit\u2019s simply a daily battle for the land. My husband planted the trees far apart from each other to take over as much land and block as many lands as possible.\u201d\u00a0\u00a0<\/span><\/p>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">The Hashomer Judea and Samaria (AKA \u201cHashomer YOSH\u201d) organization run an assistance program for these farms, including a volunteer program. Some months ago, Peace Now revealed that <\/span><span style=\"color: #ba0909;\"><a style=\"color: #ba0909;\" href=\"https:\/\/peacenow.org.il\/en\/hashomer-yosh-and-allocations\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">the Ministry of Agriculture had given millions of Shekels to the Hashomer YOSH organization<\/span><\/a><\/span><span style=\"font-weight: 400;\"> over the past few years, joining a list of other organizations that had received funding from the Ministry of Agriculture to support illegal outposts. <\/span><a href=\"https:\/\/peacenow.org.il\/en\/hashomer-yosh-and-allocations\"><span style=\"font-weight: 400;\">Read here our report on this matter.\u00a0<\/span><\/a><\/p>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">It now turns out that Hashomer YOSH also operates national service positions in illegal agricultural outposts. According to the list provided by the Civil Service Authority to the <\/span><span style=\"color: #ba0909;\"><a style=\"color: #ba0909;\" href=\"http:\/\/www.meida.org.il\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Freedom of Information Movement<\/span><\/a><\/span><span style=\"font-weight: 400;\">, there are eight national service positions managed by Hashomer YOSH at these farms. Among the farms at which one can find a place to do national service are:<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">Ahavat Olam &#8211; next to the Ofra Settlement, north of Ramallah; Hibat Haaretz &#8211; near the Ma\u2019ale Amos settlement, south of Bethlehem; Nof Avi &#8211; next to the Palestinian town of Salfit;\u00a0 Tson Keidar (Mitzpeh Yehuda) &#8211; Near as-Sawahira ash Sharqiya; and Kashuala Farm &#8211; southwest of Bethlehem. <\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">These farms run for-profit businesses, and some of them even run coffee shops, event venues, and B&amp;B. According to the <\/span><a href=\"https:\/\/www.gov.il\/he\/departments\/legalInfo\/cs_law_2017\"><span style=\"font-weight: 400;\">Civil Service Law (2017)<\/span><\/a><span style=\"font-weight: 400;\">, non-governmental bodies are allowed to provide national service exclusively in areas related to education, health, welfare, immigration, culture, environmental protection, animal care, road traffic safety, and homeland security. <\/span><b>The agricultural outposts do not deal at all with anything related to these areas.\u00a0<\/b><\/p>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">In addition to the volunteers serving through Hashomer YOSH organization, the Civil Service volunteering list also includes national service volunteers in more illegal outposts and sites throughout the West Bank, such as Ginat Eden, north of Jericho, the Mitzpe Dani outpost, and the Sde Bar farm, where large parts of it where built over Palestinian private land. Also near the Alon settlement, you can find the horse farm \u201cEtzel Ruthi baHava,\u201d to do your civil service.<\/span><\/p>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">Besides these farms, <\/span><span style=\"color: #ba0909;\"><a style=\"color: #ba0909;\" href=\"https:\/\/www.haaretz.com\/israel-news\/.premium-the-israeli-state-allows-for-national-service-at-illegal-west-bank-outposts-1.10679893?lts=1647509196807\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">and as Hagar Shezaf revealed in Haaretz<\/span><\/a><\/span><span style=\"font-weight: 400;\">, it is possible to find national service volunteers also at Tene Yarok, north of the Jordan Valley; at Nahal Shiloh, next to Sinjil; at Meshek Mann, in the South Hebron Hills; and at the Pnei Kedem Farm, south of Bethlehem.\u00a0<\/span><\/p>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">[The <\/span><span style=\"color: #ba0909;\"><a style=\"color: #ba0909;\" href=\"https:\/\/peacenow.org.il\/en\/settlement-under-the-guise-of-tourism-the-elad-settler-organization-in-silwan\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Elad Settler Organization<\/span><\/a><\/span><span style=\"font-weight: 400;\">, which operates in Palestinian neighborhoods in East Jerusalem, also received six positions for national service volunteers.]<\/span><\/p>\n<p dir=\"ltr\">\n","protected":false},"excerpt":{"rendered":"<p>According to data obtained by the Freedom of Information Movement from the Civil Service Authority, volunteers are serving at no less than eight illegal outposts with the Authority\u2019s approval.
