The settlement is located within an old hospital purchased by right wing activist, Arieh King, aided by the Amana settlement movement and head of the Gush Etzion Regional Council, Davidi Perl. The secret way that the compound was bought was <a href=\"http:\/\/www.haaretz.com\/news\/israel\/.premium-1.658344\" target=\"_blank\">exposed by Chaim Levinson of Haaretz on 27\/5\/15<\/a>.<\/p>\n<p dir=\"ltr\"><strong>The Minister of Defense and government can halt this plan immediately.<\/strong><\/p>\n<p dir=\"ltr\">Main issues:<\/p>\n<ol dir=\"ltr\">\n<li>The Minister of Defense and government can halt the establishment of a new settlement immediately and prevent the most extreme of settlers from setting Israel\u2019s foreign and security policy.<\/li>\n<li>The new settlement will create a severe security risk for the settlers, Palestinians, and IDF soldiers. It is located across from the El Aroub refugee camp, a site of many violent incidents and stone throwing attacks against the army and settlers. The establishment of the settlement will pose a great threat to human life by increasing the friction between the settlers and Palestinians, requiring the mobilization of permanent military forces to the area.<\/li>\n<li>The new settlement is located at a strategic point for the settlers beyond the so called &#8220;settlement blocs&#8221; and it is among many developments recently promoted in the Bethlehem area that will render it difficult to implement the two-state solution.<\/li>\n<\/ol>\n<p dir=\"ltr\">Peace Now wrote <a href=\"http:\/\/peacenow.org.il\/wp-content\/uploads\/2015\/05\/LetterToMOD250515.pdf\">a letter to the Minister of Defense<\/a>\u00a0urging him not to allow the establishment of the new settlement.<\/p>\n<p dir=\"ltr\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-13371\" src=\"http:\/\/peacenow.org.il\/wp-content\/uploads\/2016\/01\/\u05dc\u05d4\u05e4\u05e6\u05d4-eng.png\" alt=\"-\u05dc\u05d4\u05e4\u05e6\u05d4 - eng\" width=\"577\" height=\"901\" srcset=\"https:\/\/peacenow.org.il\/wp-content\/uploads\/2016\/01\/\u05dc\u05d4\u05e4\u05e6\u05d4-eng.png 577w, https:\/\/peacenow.org.il\/wp-content\/uploads\/2016\/01\/\u05dc\u05d4\u05e4\u05e6\u05d4-eng-103x161.png 103w, https:\/\/peacenow.org.il\/wp-content\/uploads\/2016\/01\/\u05dc\u05d4\u05e4\u05e6\u05d4-eng-330x515.png 330w\" sizes=\"auto, (max-width: 577px) 100vw, 577px\" \/><\/p>\n<p dir=\"LTR\">On Friday, 22 May 2015, <a href=\"http:\/\/www.haaretz.com\/news\/diplomacy-defense\/.premium-1.657700\" target=\"_blank\">Haaretz daily reported<\/a> that a new settlement is being secretly erected in an old hospital compound purchased by <a href=\"http:\/\/www.haaretz.com\/blogs\/jerusalem-vivendi\/.premium-1.551494\" target=\"_blank\">right-wing activist Arieh King<\/a>, aided by the head of the Gush Etzion Regional Council and the <a href=\"http:\/\/www.haaretz.com\/news\/features\/the-organization-behind-illegal-west-bank-outpost-construction.premium-1.523823\" target=\"_blank\">Amana settlement movement<\/a>.\u00a0 According to the report, King acquired the campus 3 years ago and extensive renovations have been conducted therein over the past few months. In addition, the report notes that Palestinians workers renovating the site are unaware of who they are working for, seeing that there is a strawperson on site supervising their work.\u00a0 In its current state, the site can house a few dozens of settler families.<\/p>\n<p dir=\"LTR\"><strong>The Minister of Defense can stop the secret plan<\/strong><\/p>\n<p dir=\"LTR\">The establishment of settlements in the Occupied Territories is a matter of government policy and the Minister of Defense holds the authority for preventing its population for security and policy reasons. The government holds the authority of deciding on the establishment of a settlement. As stated in Government Resolution 150 dated 2 August 1996, <em>\u201cIssues of general policy relating to settlement, road paving and proposals for new settlements will be brought to the government for deliberation and resolution\u201d.\u00a0<\/em><br \/>\nThe rationale is that the establishment, or non-establishment, of a settlement is subject to government policy and the State of Israel does not wish to permit private buyers to determine the future of the settlements and the government\u2019s security and foreign policy. Imagine a settler purchasing a house in the heart of Nablus.\u00a0 Clearly, the government is not obligated to allow the establishment of a settlement there and has the full authority to prevent it.<\/p>\n<p dir=\"LTR\"><strong>The new settlement is a security risk<\/strong><\/p>\n<p dir=\"LTR\">The compound is located outside of any municipal boundry of an Israeli locality. Establishing a settlement 200 meters from a Palestinian refugee camp poses a real threat.\u00a0 The junction between the El-Aroub refugee camp and the new settlement has been the site of many violent confrontations between Palestinian stone throwers and IDF soldiers.\u00a0 Establishing a settlement at that location is dangerous and it will generate constant friction among the populations, leading to the need for posting fixed military forces on site \u2013 further increasing the friction and <a href=\"http:\/\/www.ynetnews.com\/articles\/0,7340,L-4588679,00.html\" target=\"_blank\">risking the lives of many IDF soldiers<\/a>, settlers and <a href=\"http:\/\/www.btselem.org\/accountability\/20140629_lubna_al_hanash_appeal_rejected\" target=\"_blank\">the Palestinian population in the area<\/a>.<\/p>\n<p dir=\"LTR\"><strong>The new settlement is part of additional plans intended to squash the two-state solution<\/strong><\/p>\n<p dir=\"LTR\">The compound is located beyond the so-called &#8220;settlement bloc&#8221;, outside of the route of the barrier. There are some indications for settlement plans intended to expand the settlement area south of the Gush Etzion junction, towards the site of the reported new settlement. Plan no. 407\/3 of 2004 applies to an area adjacent to the new settlement, intended for a &#8220;temporary tourism center&#8221; initiated by the Settlement Division. In addition, on 2005, the Blue Line Team of the Civil Administration worked on updating the borders of the State Land in the area, which is an indication for plans to make use of those lands in planning or settling. In addition, the Oz VeGaon illegal outpost, established by the Women in Green settlement organization immediately after the murder of the 3 boys last summer, is located near the plan borders. These are indications for the intentions of the settlers to enable future access from the Migdal Oz settlement to the said site, significantly increasing the settlers\u2019 hold of the area.<\/p>\n<p dir=\"LTR\">Thus, the establishment of the new settlement is part of a broad array of activities toward empowering the settlements in Bethlehem area. In two separate instances, in <a href=\"http:\/\/www.haaretz.com\/news\/israel\/.premium-1.585377\">April<\/a>\u00a0and <a href=\"http:\/\/peacenow.org.il\/unprecedented-land-confiscation-of-4000-dunams-near-bethlehem\/?lang=en\">August<\/a>\u00a02014, the Israeli authorities declared 1,200 acres as state land that can be used for settlement development in the future.<\/p>\n<p dir=\"LTR\">Concurrently, the Efrat local council is <a href=\"http:\/\/peacenow.org.il\/the-settlement-in-a-nahla-is-being-promoted\/?lang=en\">promoting the establishment of a new neighborhood<\/a>\u00a0called A-Nahla or Givat Eitam, northeast of the Efrat settlement and adjacent to Bethlehem.\u00a0 This neighborhood will double the size of the settlement. \u00a0In addition, settler leadership, together with the army, are promoting the <a href=\"http:\/\/peacenow.org.il\/infrastructure-projects-agreed-with-the-settlers\/?lang=en\">pavement of a new road<\/a>, bypassing the El-Aroub refugee camp, which will serve the settlers of Gush Etzion and Kiryat Arba.
