Number of housing units in plans for Israeli neighborhoods in East Jerusalem that have passed one of the planning stages (approval for deposit or approval for final validation) in the Jerusalem District Planning Committee.
In cases where a plan passes more than one stage in the same year, it is counted only once; when a plan passes a stage in a different year, it is counted again, because the question is how many were advanced in that year.

The dramatic increase in the number of housing units beginning in 2022 is due to the fact that, alongside planning new neighborhoods in East Jerusalem, authorities also began intensively advancing urban renewal plans (evacuation-reconstruction / demolition-and-rebuild projects) for thousands of housing units in Israeli neighborhoods in East Jerusalem.
Tenders are housing units for construction marketed by the government to contractors. The contractor with the winning bid builds the housing units and markets them to consumers. Updated: 31/10/24
