The policy of the government is not judged only by the construction taking place on the ground but also by the approvals granted for construction. However, most of the approvals are not public and we can only learn about them from bits and pieces of information that are published or exposed. Moreover, in the settlements there are already valid approvals for construction from previous governments. Peace Now's estimation is that there are some 10,000 units fully approved and ready for construction in settlements from previous governments, and another 25,000 units whose planning was authorized in the past and all they need in order to be built is a marketing permit by the Government.

In addition on November 2011 the Ministry of Housing announced the intention to issue tender for 673 housing units in West Bank settlements, and another 1,557 in East Jerusalem.
